Does higher wattage on Vacuum cleaner mean better suction?

Does a hoover that has a 1600w motor have less powerful suction than one with say 2200w?

What hoover/vacuum cleaner is best for washing carpet and sucking dog hair?

I have a dog and the carpet is now starting to smell of dog. Anyone know what hoover/vacuum cleaner is best that will wash the carpet and make it smell nice again but will also suck up dogs hair, dust etc?
